This is a very important meeting for our neighborhood association

It is time to elect new officers for our association. We need persons to serve as President, Vice President, Secretary, and Treasurer.
Currently only one person has expressed a willingness to serve as an officer.
We ask that any of our members, who would like to serve as an officer, please contact Presley Melton or Charlie Knott in advance of the meeting. This is vital to the future of our neighborhood association. If you have questions about the responsibilities of the officers, please contact Charlie Knott.

Robert Fureigh, candidate for Ward 4 Alderman and Shane Stacks, Candidate for District 15 Justice of the Peace also plan to attend.
We will also have an update and discussion on the development across Five Mile Creek.
Development of Subdivision is Under Way across Five Mile Creek
Metropolitan Realty has begun development of Overbrook Addition, Phase 19, on the north side of Five Mile Creek adjacent to our neighborhood. The development is on a tract of land approximately twelve acres in size. The tract is bounded on the north and east by Sherwood and on the west and south by North Little Rock. It is to have 22 lots, about one-third acre each.

A bridge is being constructed at the north end of Fairway Avenue to access the development. A road will extend about 1200 feet north with houses on either side. Plans call for the road to terminate with a cul-de-sac and not connect with Sherwood streets.
This is very important to our neighborhoods, because connecting with Sherwood streets would increase traffic through our neighborhoods on Fairway and Somers. Our association, under the leadership of former president, Nate Brandes, took an active role in safeguarding our neighborhoods during the early stages of project planning.

Metropolitan Realty has had extensive studies done under the direction of the Federal Emergency Management Agency and the Corps of Engineers. We presently foresee no problems with this development, if it proceeds according to approved plans.

Alderman Murry Witcher is up for re-election as alderman. He is being opposed by Robert Fureigh. Please plan to attend our November 1 association meeting, where you will have an opportunity to hear the candidates speak and to ask them questions on issues important to our ward and city.

NOTICE OF PUBLIC HEARINGS

Notice is hereby given that the City of North Little Rock is currently preparing its Five Year Consolidated Plan for the period FY 2011-2015. The City will apply for two categories of funding from the U.S. Department of Housing and Urban Development in FY 2011, including Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) funds.
In accordance with the City’s Citizen Participation Plan, we will conduct three community-wide public hearings to address housing and community development needs for the Five Year Plan. The purpose of the hearings is to obtain the views and comments of individuals and organizations relative to housing and community development needs that may be addressed by CDBG and HOME funds during the next five years. Individuals and organizations will also be given the opportunity to recommend specific activities to be carried out with FY 2011 CDBG and HOME funds.
If you plan to submit a request for a project, you will need to fill out an application form with all the required information. The Project Application Form can be obtained at the Community Development Agency (CDA), 116 Main Street, North Little Rock, AR, or by calling 501-340-5342. The Project Application Form must be received at the above address no later than 4:00 p.m. on Thursday, August 12, 2010. Forms may be mailed to: P. O. Box 5868, North Little Rock, AR 72119.

The Board of Commissioners, Central Arkansas Water (CAW), is seeking letters of interest and resumés from North Little Rock residents interested in serving on the Board. CAW is the largest public water supplier in the state of Arkansas and serves the Greater Little Rock-North Little Rock area. The water commissioners have full and complete authority to manage, operate, improve, extend and maintain the water works and distribution system and have full and complete charge of the water plan. The governing board consists of seven members who serve seven-year terms. In accordance with Ark. Code Ann. § 25-20-301, the Board must consist of four residents of Little Rock and three residents of North Little Rock. The current vacancy is for a North Little Rock representative. Email to Aldermen Charlie Hight and Murry Witcher

Charlie and Murry,
It is my understanding that one of the main considerations in establishing overlay districts will be the rate of traffic accidents in the area being considered.

I have reviewed a traffic accident summary report prepared by Traffic Services of North Little Rock for the period of January 1 to December 31, 2008. It appears that the locations of McCain and Landers ranked first, and McCain and Warden ranked third in the rate of traffic accidents, followed by McCain and North Hills at ninth (still high). This must be taken into consideration in recommending these overlay districts.

I am opposed to the overlay district on Warden Road between Somers and West Commercial because of the proximity to the homes on Oak Tree Circle in Lakewood Northeast. I am also opposed to an overlay district on McCain Blvd between North Hills and McCain Mall because of the proximity to homes in Heritage Park.

I ask that you take this into consideration. Thank you.

I ask that you please consider the following comments on Ordinance O-10-35

Provide Adequate Opportinity for Public Comment
Everyone interested in this issue should be given an opportunity to review this ordinance and comment on it after any amendments are made to the current ordinance on the agenda for the May 24 City Council meeting. Please extend the moratorium as necessary to provide this opportunity, as would normally be provided on any ordinance of this importance. A number of concerned citizens have attended many committee meetings and City Council meetings for over a year to provide input on this issue--all the more reason they and other citizens should be provided the opportunity to comment on the ordinance before it is finalized.

Protect our Neighborhoods
The definition of electronic changeable copy signs (ECCS) should not be amended to exclude from regulation those ECCS that have a change frequency of one hour or more. This opens the door for this type of sign to be installed outside overlay districts. I am concerned that this will allow these signs in neighborhoods at locations surrounded by homes. It was my understanding that all City Council members wanted to provide protection to residential property owners from these signs interfering with the enjoyment of their homes. There are several statements in the ordinance expressing the intent for such protection.
I suggest that the definition of ECCS should not be dependent on any change frequency.

Limit the Permit Period for ECCS
The ten-year permit period for ECCS should be reduced to a period of no more than three years. This will provide a reasonable period to evaluate the impact of these signs on our community, including effect on any nearby homes, traffic safety, and appearance of areas where they are installed. More extensive comments on the permit period are included in a "communication" on the agenda for the May 24 City Council meeting.

Ground Breaking

You are invited to attend the ground breaking ceremony for the North Little Rock Veterans Memorial. Tuesday, May 11 at 11:30 a.m. in the Laman Plaza/North Little Rock Laman Library. This will be exactly 6 months until Veterans Day, November 11, 2010, the anticipated completion date. Mayor Hays, City Council members, Veterans Memorial Committee, Terry Hartwick/North Little Rock Chamber of Commerce and many others working to complete the memorial will be attending. A donation will be made by the Camp Robinson/Camp Pike Community Council to kick off the fund raising drive.

Census Scams







NLR citizens be aware of possible census scams. Workers WILL NOT ask for your SSN, money, harass you, or email you.

The NLRPD is advising all citizens to be aware of a possible census scam and to protect their personal information. It is important to remember that there are distinct differences between a real census worker and an identity thief trying to fraudulently obtain your personal information. US Census workers will have identification but sometimes identification cards can be fabricated... So, it is VERY important to remember what Census workers will NOT do.

1. ask for your social security number of ANY type of financial information
2. ask for money or say that you owe money
3. 20 harass or intimidate you
4. contact you by email.

By remembering these simple guidelines the citizens of NLR will be able to protect themselves from anyone looking to target unsuspecting victims.

2010 Census





I really appreciate the following neighbors who volunteered to help tell people about the importance of the 2010 Census to North Little Rock--Herb and Lynda Etheridge, Faye Kirkwood, Margie Wood, Carol Holloway, Judy McDowall, and my wife JoAn. In addition to that we provided information about good-paying Census jobs to about 15 people, looking for employment. When we can help anyone find a job these days, it's a good thing.

Neighborhood Meeting - Feb. 15th

Our next neighborhood association meeting will be on Monday, February 15, at the LPOA meeting room at 7:00 PM. We changed the date from the first Monday because both our aldermen said they could attend on the 15th.

Beans and Cornbread

Friday January 15th, at the Levy Baptist Church, from 5pm to 7pm. The fine folks at the Amboy Food Pantry will host a Bean and cornbread dinner for $5.00 a head. I am sure it will be some good Eatin and fellowship with all your friends and neighbors. Ya'll come on out and eat a bean with us Friday evening. Just think Mom, no Dishes to wash for dinner Friday night, and you get to help a great cause. Levy Baptist Church is the place to be Friday from 5pm to 7pm. $5.00 beans and cornbread on a cold night. MMMMMMMMmmmmm Goooood!

Interviews for 3rd Ward Allpicants

Thursday, January 14, 2010, at 6:00 p.m. the North Little Rock City Council will convene a meeting for the purpose of interviewing the applicants for the vacant Ward 3 Alderman seat. Applicants are to be present by 6:00 p.m. The order in which they will be interviewed will be determined by a drawing. Applicants will then wait in the second floor conference room until they are called upon. (As far as I know at this time).

The front door of City Hall will be unlocked at 5:30 p.m. on the 14th.

Applicants will be notified this date of the date and time of the special meeting.
